Unit Manager for the Planning Unit in Örebro Municipality

About the position

The position of unit manager for the Planning Unit falls under the Monitoring Department, which is one of two cross-departmental units in the Preschool and Primary School Administration. You will report to the department head and be part of a unit manager forum within the administration together with other unit managers. You will play a vital role in leading and developing the unit's and administration's work.

The unit consists of three groups of caseworkers and one group of planners. The mission of the Planning Unit mainly involves coordinating the work of regulatory activities directed at both municipal and independent principals. The unit is responsible for the placement of children and students in preschool and after-school care, as well as for admissions to primary school and processing school transportation. In addition, the unit is responsible for supervision and oversight of independent operations and the approval of independent preschools. The unit also handles the reception in adapted primary schools and administers compensations and agreements related to our area of operations. Furthermore, it includes processing incoming feedback and complaints, as well as developing and updating guidelines based on changes in legislation, practices, and the needs of the operations. The unit is also responsible for investigating special assignments and responding to referrals received by the administration.

Examples of tasks:

  • as a unit manager, you have operational, personnel, and budget responsibilities for the unit
  • lead support processes and development work based on prioritized needs and political decisions
  • support the Preschool Committee, Primary School Committee, and administration management
  • you drive, develop, and follow up on the operations towards set goals
  • the role includes leading, supporting, and developing the skills of subordinate employees
  • you work from a holistic perspective and make independent decisions within the area of operations
  • you are expected to be responsible for continuous monitoring of the external environment within the area
  • you collaborate with various stakeholders and represent the Planning Unit in different forums
  • of course, it also includes developing the operations towards continuous quality improvement with citizens in focus
  • you are expected to work to ensure cost-effective and value-creating internal support, in line with the municipality's development where cross-functional operational development, coordination of processes, and working methods from a municipal holistic perspective should prevail
  • within the area of responsibility, you are also responsible for ensuring that laws and governing documents are followed and for leading and developing the operations so that national governing documents, the administration's and Örebro Municipality's goals and visions are achieved

Qualifications

As a unit manager, you are an initiative-taking person with a good ability to plan, organize, and prioritize your work effectively. You need to be analytical, meticulous, and have the ability to see the holistic perspective based on those we serve. It is required that you are engaged and self-driven, but with good collaboration skills. You are used to delivering work of high quality. You should also have a high social competence and the ability to express yourself well in both speech and writing. We place great emphasis on personal suitability.

Requirements:

  • relevant degree from a university or college
  • documented managerial experience with personnel, financial, and operational responsibilities
  • several years of experience in cross-departmental management in a politically governed organization
  • several years of experience in regulatory activities or investigations
  • experience in driving change work and systematic quality work at various levels within municipal operations
  • be well-versed in national and municipal governing documents and legislation within the education sector

Meritorious:

  • experience in leading overarching support functions
  • knowledge and experience in change management
  • good experience in committee work, its goals, and budget processes
  • education including leadership and organizational science or equivalent

Scope and start date

Employment form: permanent employment

Employment rate: 100%

Start date: by agreement

Number of positions: 1

Interviews are expected to be held on: 15/12 afternoon, 17/12 morning, and 18/12 morning
